Subject: [PATCH] Add issue #3 of Zine of tilde.town

I stuck with using single inverted comma instead of double inverted commas because I was too lazy to change
what was already there, though nowadays I use double inverted commas more than single inverted comma, generally speaking - from my impression of myself,
which may or may not be accurate.
